Digital Participation Policy

In accordance with the competencies of the Ministry of Transport, Communications, and Information Technology as per Royal Decree No. (90/2020) concerning the necessary measures to achieve cooperation and coordination between the units of the governmental apparatus and other public legal entities, as well as with the private sector, regarding telecommunications and information technology projects, the ministry has prepared a Digital Participation Policy document. The aim is to establish a culture and practices of digital participation within the units of the governmental apparatus, enabling stakeholders to participate in decision-making processes and express opinions on the development of policies, laws, regulations, and the enhancement of government services through digital channels managed by these units.

 

Government administrative units are obligated to adhere to the following provisions:

- Adopt digital participation as a strategic tool to improve communication and enhance participation in government decision-making processes.

- Provide effective and fair participation opportunities for stakeholders, especially in matters related to public services.

- Establish a digital participation page on the main website of the unit in both Arabic and English languages.

- Identify the digital participation tools and channels used, ensuring their availability and accessibility.

- Clarify privacy and digital security policies, outlining actions to be taken in case of privacy or digital security breaches, as well as permissible data and information usage requirements for online sharing.

Social Media Policy

In line with the Royal Directives of His Majesty Sultan Qaboos in April 2011, to develop communication channels between government institutions and citizens, and in line with the e.oman strategy in implementing the eGovernment vision, the Information Technology Authority (ITA) has prepared the E-Participation Guidelines for Using Social Media in Government. These Guidelines are to be used by all government entities in Oman, as guidance in implementing modern social media technologies in communicating with citizens. The channels and tools are simple, easy to use, cost effective and use the latest of technologies, resulting in better documentation of data bases, easy access and more transparent dialogue.
