Attractive Investment Advantages for Digital Industries Opportunities
The Sultanate of Oman is characterized by its strategic location linking the East and the West. Its geographical location overlooks the world’s most important commercially active shipping routes. Thus, Oman enjoys easy access and connectivity with the Arab Gulf countries, Africa and the Indian subcontinent.
Oman is a tax-exempt region, as the companies have to pay only 15% tax at the incorporation stage. No personal income tax or any individual tax is imposed. In addition, the movement of goods across the GCC countries is duty-free.
Oman focuses on implementation of economic diversity plans, industrialization and privatization to reduce reliance on oil returns. Oman has an advanced telecommunications infrastructure that supports interconnected international and local networks. The government is investing in the country's infrastructure, including the manufacturing sector, ports, special economic zones, free zones, airports, education and health systems, public utilities, communications and tourism.
Oman enjoys an investor-friendly legislative environment, as there are no restrictions on the flow of capital and the transfer of profits. It is permitted to return all profits and capital to companies that are incorporated in the special economic zones and free zones.
100% foreign ownership is permitted in Oman as per the new Foreign Direct Investment Law.
Oman also facilitates the procedures for registering technology investment companies and speeds up the start of their operational business in electronic manufacturing, data centres, cloud services, testing and IR4 technology development, information, communications, cybersecurity, space exploration, multimedia and content creation.

Overview
The National Digital Economy Program is a national framework that oversees the implementation of initiatives and projects contributing to the transition toward a prosperous and sustainable digital economy, in line with the targets of Oman Vision 2040, which was launched in 2021.
The digital economy is the economy that relies on digital technologies in the production, distribution, and consumption of goods and services, such as e-government services, artificial intelligence, big data, cloud computing, and e-commerce.
The program aims, thru its executive programs, to increase the contribution of the digital economy to the GDP from 2% to 10% by 2040.
The governance of the program's implementation is based on three levels, which are:
- The Financial and Economic Committee emanating from the esteemed Council of Ministers, which is responsible for the overall supervision of the National Digital Economy Program and its alignment with the targets of Oman Vision 2040.
- The Technical Committee for the Digital Economy, whose task is to monitor the progress of programs and overcome obstacles and challenges.
- The executive team for each executive program, which are teams executing initiatives and projects in government entities.

The program focuses on a set of international and national indicators such as the Government AI Readiness Index, the Global Cybersecurity Index, and the Network Readiness Index, among others.
