Winners Announced for the Second Edition of the Government Digital Excellence Award 2025

Digital Transformation

Within the framework of the fourth edition of the “Together Forward” Forum, organized by the General Secretariat to the Council of Ministers to enhance communication between the government and society, and to listen to citizens’ views, proposals, and aspirations across various fields, the Ministry of Transport, Communications and Information Technology announced the winners of the second edition of the Government Digital Excellence Award 2025. The ceremony was held under the patronage of His Excellency Dr Saeed bin Mohammed bin Ahmed Al Saqri, Economic Advisor at the Office of the Deputy Prime Minister for Economic Affairs.

The second edition of the award comprised five main tracks covering 17 categories. In the Entities Track, the Royal Oman Police, Oman Investment Authority, and the National Centre for Statistics and Information won the award for ‘Best Entity Achieving the Highest Performance in Digital Transformation’. The Royal Oman Police also received the award for ‘Best Entity Distinguished in Digital User Experience’ for its digital application. The Telecommunications Regulatory Authority, Dhofar Governorate, and the Authority for Public Services Regulation won the award for ‘Best Entity Achieving Government IT Compliance’. At the same time, the Authority for Public Services Regulation received the award for ‘Best Entity Achieving a Qualitative Leap in Digital Excellence Assessment’.

In the Initiatives Track, the Social Protection Fund won the award for ‘Best Integrated Digital Initiative in Digital Transformation for the Social Protection Digital Ecosystem’. The Ministry of Health received the award for ‘Best Initiative in Innovation and Advanced Technology Adoption’ for their Early Detection of Diabetic Retinopathy project using artificial intelligence. The Ministry of Transport, Communications and Information Technology also won the award for ‘Best Initiative in Digital Community Participation’.

In the Services Track, the Supreme Judicial Council won the award for ‘Best Digital Government Service for Individuals’ for the video communication service under the Documentation System, while the Royal Oman Police won the award for ‘Best Digital Government Service’ for the Business Sector for the Security Licences Platform.

In the Competencies Track, Ahmed bin Sulaiman Al Husseini won ‘Best Leader in Managing Digital Transformation and Organisational Change’, the Digital Transformation Team of Dhofar Governorate won ‘Best Digital Transformation Team’, and Omaima bint Salem Al Qasmi, IT Specialist at the Office of the North Al Sharqiyah Governorate, won ‘Most Promising Employee in Digital Transformation’. The award for ‘Best Digital Transformation Ambassador’, under the Governors’ Digital Transformation Ambassadors Initiative, was presented to Madiha bint Saeed Al Sulaimani (Muscat), Mousa bin Khalifa Al Henai (Al Dakhiliyah), Dhamma bint Mohammed Al Harthousi (Al Wusta), Asayel bint Mohammed Al Shukaili (Al Dhahirah), Asma bint Ali Al Shihi (Musandam), Osama bin Bashir Bait Obeidoun (Dhofar), Jinan bint Hamoud Al Alawi (South Al Sharqiyah), Sultan bin Saif Al Busaidi (North Al Sharqiyah), Abdulrahim bin Abdullah Al Balushi (South Al Batinah), and Saif bin Hamoud Al Badi (North Al Batinah).

In the Independent Entities Track, Oman Housing Bank won ‘Best Entity in Digital Development’. At the same time, the Bank’s CEO, Mousa bin Masoud Al Jadeedi, received the award for ‘Best Leader in Managing Digital Development and Organisational Change’. The award for ‘Best Project in Change Management and Digital Capacity Development’ was awarded to Oman LNG for its Robotic Process Automation project. The Judging Committee decided to withhold the award for ‘Best Service for Enhancing the Digital Employee Experience’ due to the absence of submissions meeting the required criteria.

An appreciation award was also presented to the General Secretariat of the Council of Ministers for its efforts in promoting the approach of community digital participation and its effective and continuous support for this award, believing in its role in supporting efforts to accelerate the pace of government digital transformation and establishing a culture of innovation and institutional development.

In his welcoming address, His Excellency Dr Ali bin Amer Al Shaidhani, Undersecretary of the Ministry of Transport, Communications and Information Technology for Communications and Information Technology, stated that the Government Digital Excellence Awards recognise outstanding efforts that have delivered innovative digital solutions with tangible impact on government work models and environments. He emphasised the importance of enabling and motivating government entities to adopt the highest standards and best digital practices, in line with Oman Vision 2040, to build a flexible and innovative government apparatus.

His Excellency also noted that a new track for independent entities was introduced in the second edition of the award to expand participation beyond entities targeted by the National Government Digital Transformation Programme, thereby widening impact and enhancing inclusiveness. He highlighted that the award received 194 submissions, a 75% increase over the 2024 edition, and 51 participating government entities, a 28% increase over 2024. This reflects growing confidence in the award as a national platform that recognises excellence, celebrates innovation, and promotes responsible digital community participation.

He further affirmed that digital transformation is no longer a temporary option or a technical solution, but rather a sustainable national pathway that requires integrated efforts, investment in competencies, and strengthened partnerships to build a more efficient and future-ready government sector.

The Judging Committee of the Government Digital Excellence Award comprised a distinguished group of experts and specialists from the public and private sectors, selected based on their professional records, accumulated expertise, and participation in local and international digital transformation award juries. The committee conducted its work under a clear governance framework, ensuring the highest levels of integrity, transparency, objectivity, and equal opportunity for all participants.
