The Governorates of Muscat and Al Dakhiliyah continue their efforts in digital service empowerment by completing more than 800,000 transactions digitally by the end of October 2025

Within the framework of the ambitious visions led by the National Program for Government Digital Transformation "Tahawul," the pace of digital transformation in various governorates of the Sultanate of Oman is proceeding confidently and rapidly, establishing an integrated digital system that redefines the efficiency of government work, improves the quality of services provided to citizens and residents, and contributes to achieving future goals toward a more interconnected, innovative, and sustainable government.
In this context, the Muscat and Al Dakhiliyah Governorates stand out as advanced models in the field of government digital transformation, having achieved significant milestones and pioneering digital projects that embody deep investment in modern technologies and artificial intelligence, leading to a promising digital government.
Muscat Governorate and Integrated Digital Transformation
Dr. Ibrahim bin Ahmed Al-Khuroosi, head of the digital transformation team for the Governorate of Muscat, said: "The Governorate of Muscat achieved a qualitative digital leap during the period from January to October 2025, represented by the completion of 234,251 transactions digitally, in addition to the digitization of 9 new government services." He explained that the same period witnessed the implementation of several digital initiatives and projects, the most notable of which were: the completion of the first phase of advisory services for the unified municipal system and the tender for system implementation, the development of the "Baladiati" smartphone application and the Muscat Municipality website, the development of the SMS gateway and the electronic payment gateway, in addition to the development of technologies and systems for the Muscat Call Center, the creation of smart traps for Aedes mosquitoes and smart electronic traps for stray animals, and modern irrigation systems.
In the field of digital service empowerment, Al-Khuroosi mentioned that electronic authentication for the rental contract registration service has been activated, and artificial intelligence technologies have been adopted to monitor and issue fines for paid parking violations. Additionally, the software development incubator project has been launched, along with the field inspection follow-up service (health and technical), which enhances digital oversight and ensures speed and data accuracy.
Promising digital achievements in the Al Dakhiliyah Governorate
In the Al Dakhiliyah Governorate, the digital transformation journey has made significant strides, reflecting on the efficiency of services and the smoothness of procedures. Ahmed bin Salem Al Toubi, head of the digital transformation team for the Al Dakhiliyah Governorate, explained that from January to October 2025, 581,006 government transactions were completed digitally, in addition to the completion of 15 digital projects, while 6 other projects are still underway. Furthermore, 4 new services were digitized as part of a comprehensive institutional transformation plan.
Al-Toubi pointed out that among the most significant digital achievements implemented in the Al-Dakhiliyah Governorate were the preparation of the digital transformation plan (2026-2030) and the institutional infrastructure plan, the signing of an agreement to monitor construction projects using drones supported by artificial intelligence, and integration with central platforms such as "Mawrid Plus," "Tajawab," "Isnad," "Tanmia," and others. The achievements also included the launch of the "Al-Dakhiliyah Explorer" system, a Geographic Information System (GIS) that provides a comprehensive geographic database for displaying, analyzing spatial data, and preparing geographic maps. Additionally, the health inspection form and the building inspection form were digitized.
Al-Tabi added that the governorate also witnessed the development of the electronic portal and the launch of the Interior Governorate Services application, as well as the creation of a technical support system powered by artificial intelligence, which enables employes to provide remote support for devices and manage data and IT assets more efficiently, contributing to enhancing the readiness of the governorate's digital infrastructure. Additionally, an antivirus system was developed to strengthen and protect the digital work environment. As for the most prominent government services that have been digitized in the Al Dakhiliyah Governorate, they included the Entrepreneurship and Innovation Award system, the nomination and sorting service for supervisory job vacancies, the Marriage Fund support application, and the employe ticket booking service.
As part of enhancing the digital readiness of the community, the Al Dakhiliyah Governorate launched a series of qualitative initiatives, including the "Sur" Cybersecurity Competition, which saw the participation of 120 contestants selected based on different technical levels. A comprehensive virtual environment was prepared, featuring practical challenges that simulate ethical hacking skills, enabling contestants to develop their technical skills within a secure and controlled environment.
The governorate also announced the integration of its digital services into the "Thiqah" platform, which serves as a government integration platform that provides smoother and more reliable access to digital services, contributing to the improvement of service quality and the acceleration of procedures. These successive steps come as part of a comprehensive vision to enhance technological innovation and develop the government work system, in line with community aspirations and contributing to building a more effective and sustainable digital environment.
These achievements confirm that the digital transformation journey in the Sultanate of Oman is confidently moving toward an integrated digital future, reshaping the concept of government service thru an interconnected institutional system, contributing to community empowerment, stimulating the digital economy, and achieving future goals by making digital transformation a cornerstone of sustainable development and a driver for a more efficient and innovative future.
