MTCIT launches a framework and tools for change management in government digital transformation

In a strategic step that embodies a firm commitment to accelerating the pace of government digital transformation, the Ministry of Transport, Communications, and Information Technology - represented by the General Directorate of Digital Transformation and Sector Empowerment - launched a framework and tools for change management in government digital transformation. This framework serves as a national pivot that contributes to enabling government institutions to keep pace with rapid digital changes, enhancing the pillars of institutional integration, and establishing a culture of cooperation and joint coordination to achieve digital transformation goals efficiently and sustainably.

The framework aims to establish an approved national reference formulation for change management in government digital transformation, using a common language, unified concepts, and a consistent methodology applied across all government institutions. This reduces the variability in understanding and the multiplicity of change management practices and implementation methodologies. The framework also aims to support governance and enhance impact-based decision-making, ensuring institutions are ready to adapt to digital changes and enabling them to work harmoniously within a single government team, led by a shared goal and a unified vision for government digital transformation.


The framework targets digital transformation teams in the government institutions included in the National Program for Government Digital Transformation. This includes leaders and decision-makers responsible for directing and implementing digital initiatives and projects, making strategic decisions related to digital transformation and change management, change managers, and digital project managers involved in leading and managing the organisational change accompanying digital projects, as well as those responsible for planning, executing, and monitoring digital projects. It provides them with clear methodologies, guiding manuals, practical and applicable models and tools, supported by precise performance measurement indicators to monitor performance and evaluate the actual impact of digital initiatives. The aim is to ensure unified directions, enhance execution efficiency, and achieve sustainable results that guarantee the success of digital transformation projects and enhance their impact across all government institutions.


It is expected that the Digital Government Transformation Change Management Framework and its tools will contribute to unifying direction and governance in managing change for digital government transformation, ensuring alignment across government entities, and building a sustainable national capability with a high level of maturity in applying change management practices that support future readiness. The framework will also enhance the reliability of the digital government transformation journey by improving adoption rates and effective use of digital projects. In addition, it will help protect digital investments and improve the efficiency of government spending by reducing waste, rework, and overlap among initiatives, while accelerating the achievement of the National Digital Government Transformation Program’s targets in alignment with the priorities of Oman Vision 2040 through a more agile and adaptive government. Furthermore, the framework will support raising levels of societal trust in the digital services provided to citizens and beneficiaries by improving the quality of the digital experience and ensuring the sustainability of its impact over the long term.


The framework was launched on the sidelines of the fourth periodic meeting of Heads of Digital Transformation Teams for the year 2025, which included a review of a package of initiatives and strategic digital tracks. These included the strategic directions for digital government transformation for 2026–2030, the journey of the “Irtiqaa” program for empowering competencies in the field of digital transformation, and a briefing on the second version of the electronic certification services “Thiqah.” The meeting also reviewed the achievements of the first phase and the roadmap for the second phase of the Unified Government Services Portal, the National Registry of Government Assets system “Osool,” and the Unified Government Financial System “Maliyah.”


The Digital Government Transformation Change Management Framework and its tools embody the ongoing efforts to elevate the level of digital transformation across government institutions, enhance performance efficiency, and ensure the sustainability of digital projects, thereby achieving the desired impact and reinforcing beneficiaries’ trust in the quality and reliability of the digital government services provided.
