Agreements of the Gulf Green Mobility Forum

Strategic Cooperation Program

During the forum, several agreements were signed, most notably a Strategic Cooperation Program towards a Low-Emission Smart City in His Majesty Sultan Haitham City between the Ministry of Transport, Communications and Information Technology (MTCIT) and the Ministry of Housing and Urban Planning. This program represents a step towards a sustainable urban future supporting the National Strategy 2050.

The program includes the integration of public transport networks, cycling and pedestrian routes in urban planning, allocation of strategic locations for electric charging stations and the development of their operational regulations, as well as the deployment of smart transport systems including electric/self-driving buses, digital payment and booking systems, and plans to achieve net-zero carbon emissions while encouraging investment in green mobility.

Development of Smart and Sustainable Public Transport Stops in Dhofar Governorate

The Municipality of Dhofar and Mwasalat signed an agreement to develop smart and sustainable public transport stops in Dhofar. The agreement aims to strengthen cooperation between the two entities to provide integrated and sustainable mobility solutions, improving the daily commuting experience and enhancing the efficiency of public and micro-mobility systems through best practices in the development of passenger waiting stations under a public-private partnership model.

Founding Agreement

During the forum, a founding agreement was signed to establish the National Green Transport Company between the National Green Transport Company and China Middle East Development. This platform is the first of its kind in the Sultanate to develop a comprehensive green transport ecosystem, encompassing electric vehicles, charging infrastructure, digital platforms, and technical services and maintenance. The company’s vision also includes enhancing local value-added through domestic manufacturing, developing national talent, and attracting foreign investments, contributing to the national economy and positioning Oman as a regional hub for clean technologies.

Chinese Companies (Investment and Operations)

Memoranda of Understanding (MoUs) were signed between the National Green Transport Company and leading Chinese firms. The company signed an MoU with Gresgying Digital Technology to establish and operate electric charging stations, and another MoU with Gresying Smart Mobility to support a range of innovative digital solutions.

Local Partners

Opal Marketing and Industries Company signed an MoU with the National Green Transport Company to provide integrated maintenance and technical services, ensuring the readiness and continuous operation of electric vehicles.

Al Maha Petroleum Marketing Company signed an MoU to support the establishment of a national network of electric charging stations, expanding service coverage for users.

Bank Sohar also signed an MoU with the National Green Transport Company to provide financial solutions and innovative facilities supporting the adoption of electric vehicles and enhancing their competitiveness in the local market.

“Clean Energy for Ships – Sohar Port” Project Agreement

An agreement was signed for the Clean Energy for Ships Project at Sohar Port, which aims to supply ships with electricity from the grid while docked, allowing them to shut down engines and traditional fuel sources. This reduces harmful emissions such as CO₂, NOx, and particulate matter, improves air quality in coastal areas, and reduces noise. The project includes developing the electrical infrastructure at berths, providing safe systems compliant with international standards, and the potential use of renewable energy such as solar or wind to support the grid. This project represents a strategic step toward transforming ports into green ports.

Partnership Agreement

MTCIT also signed a partnership agreement with Bank Sohar aimed at enhancing sustainable transport through green financing, financial advisory, training, and institutional capacity building, supporting smart and sustainable transport projects while leveraging the bank’s expertise in finance and risk management. This contributes to developing an efficient green infrastructure and achieving national sustainability goals.

Green Ship Recycling

A concession agreement was signed to establish a green ship recycling facility in Khutmah Malaha between MTCIT and Greenwall Recycling Middle East. The project focuses on safely and sustainably dismantling and recycling decommissioned ships.

The project is expected to produce approximately two million tons of high-quality, low-carbon steel annually and create around 2,000 direct and indirect jobs, contributing to employment and economic growth in North Al Batinah Governorate. It will also enable related secondary industries, such as eco-friendly container manufacturing and other supporting industrial activities.

The project includes the construction of a fully equipped port in Khutmah Malaha capable of handling and managing the dismantling and recycling of up to 70 ships annually, representing a significant regional and global milestone and enhancing Oman’s position as a leading hub in this promising sector.
