The Directorate General of Maritime Affairs establishes clear standards for training, medical fitness, and competency examinations to ensure the readiness and professionalism of maritime personnel. These requirements aim to enhance maritime safety, protect lives at sea, and safeguard the marine environment in line with international standards and conventions.

All necessary maritime training courses for issuing a competency certificate, eligibility certificate, or marine pilot license must be accredited by the General Directorate of Maritime Affairs.

Application for training courses approval

All individuals who work or wish to work on board Omani ships, whether sailing or non-sailing internationally, or those working in maritime pilotage at Omani ports, must hold a valid medical fitness certificate issued by a doctor accredited by the Directorate General of Maritime Affairs.

List of approved medical practitioners

Similarly, individuals wishing to obtain a maritime competency certificate, a professional certificate, or a marine pilot license from the General Directorate of Maritime Affairs must hold a valid medical fitness certificate issued by a doctor accredited by the General Directorate of Maritime Affairs.

Seafarers' medical fitness examination form

The General Directorate of Maritime Affairs aims to conduct oral and written tests to ensure that the applicant for the certificate possesses the required competence and is capable of performing the specified tasks related to the competency certificate, eligibility certificate, or the marine pilots' license for which they are applying.

  • All competency tests are conducted in English; therefore, candidates must demonstrate sufficient proficiency in English.
  • The curricula of the competency tests are divided into specific subjects, each subject containing a set of tasks, duties, and responsibilities deemed essential for operating or guiding ships, ensuring the safety of lives at sea, or protecting the marine environment.
  • The examination curricula for candidates seeking a competency certificate in accordance with the STCW Convention requirements are specified in Marine Instruction No. (MG04). 
  • The test curricula for applicants seeking the competency certificate for sailors wishing to work on non-navigable ships have been specified in Marine Instruction No. (MG03). 
  • The examination syllabi for applicants seeking a port marine pilot license have been specified in Marine Instruction No. (MI12), Annex No. (1).

The certificate or license for marine pilots is issued in the final stage after fulfilling the following procedures, as applicable:

  1. Meeting the minimum age requirement Meeting the minimum age requirement

  3. Proof of the required level of medical fitness (by passing the medical fitness test). Proving the required level of medical fitness (by passing the medical fitness test).
  4. Completion and successful passing of the accredited training and evaluation programs Completion and successful passing of the approved training and evaluation programs.

In order to facilitate the application process for issuing seafarers' certificates and marine pilots' licenses, an electronic application service has been provided thru the electronic system for seafarers' certificates and documents.

Since the electronic application may be delayed each time you log into the system, and to avoid delays in submitting the application, please provide an electronic copy of all required certificates and documents before starting to use the system.
