MTCIT Signs Partnership Agreement with Industrial Innovation Academy to Strengthen Local Content

The Ministry of Transport, Communications and Information Technology, represented by the In-Country Value (ICV) Section, has signed a partnership agreement with the Industrial Innovation Academy, an affiliate of the Public Establishment for Industrial Estates (Madayn), with the aim of strengthening local content in the Ministry’s projects and tenders and enabling national enterprises and local manufacturers to benefit from the associated economic opportunities. The agreement seeks to support national supply chains and contribute to achieving the objectives of economic diversification.
The agreement aims to increase local content levels in the Ministry’s projects and government tenders while enhancing the participation of small and medium-sized enterprises (SMEs) and national manufacturers in the implementation of government projects. It also supports the registration of contractors and local factories on the “RABT” platform, ensuring greater integration of national supply chains and strengthening the presence of local entities in development projects.
Under the agreement, a dedicated account will be activated for the Ministry on the “RABT” platform, providing access to the data required for monitoring project implementation and supporting informed decision-making. The agreement also provides for the sharing of project Bills of Quantities (BoQs) for analysis through the platform to identify qualified local manufacturers capable of supplying the required items, thereby expanding opportunities for national manufacturers and SMEs to participate in government projects.

The areas of cooperation further include monitoring contractors’ compliance with local content plans associated with awarded tenders, thereby supporting the achievement of national targets in this field. In addition, the agreement provides for the implementation of joint media and awareness plans to promote initiatives and programmes arising from the agreement, as well as coordination on related media messages and statements.
The agreement forms part of the Ministry’s ongoing efforts to enhance In-Country Value across its projects and tenders and to enable the private sector to capitalise on investment and development opportunities associated with the transport, communications and information technology sectors, in line with the objectives of Oman Vision 2040.
For its part, the Industrial Innovation Academy works to develop programmes and initiatives aimed at increasing local content, promoting industrial innovation, and strengthening national capabilities through value chain analysis and the identification of investment opportunities within sectors related to the Ministry. The Academy also supports the adoption of automation technologies and Industry 4.0 technologies, while developing empowerment programmes and business accelerators that contribute to enhancing value creation within the national economy.
