Digital Transformation Policies and Governance

It is one of the supporting tools for the digital participation policy of the state's administrative units and for the directions of Oman Vision 2040 in establishing and enhancing the principle of participation and maximising the benefits of advanced technologies. It is considered an official reference that assists government units in implementing digital participation plans.

  • Purpose: Provide a practical reference for government units to implement digital participation effectively.
  • Who it’s for: Government units, public sector staff, researchers, and citizens.
  • Levels of participation:
    1. Information provision.
    2. Consultation.
    3. Active involvement in decision-making.
  • Benefits: Better services, improved ROI in digital gov, stronger community engagement, transparency, and inclusion (elderly & persons with disabilities).
  • Principles: Alignment with Vision 2040, transparency, inclusiveness, innovation, and citizen-centric design.
  • Pillars (7): Regular evaluation, reference documents, participation teams, skills/competencies, digital platforms, tools & practices, financial resources.
  • Process: Planning → Execution → Evaluation with data transparency.
