MTCIT and Oman Aviation Academy Sign Memorandum of Cooperation in Aircraft Accident and Incident Investigation

Reflecting the Sultanate of Oman’s commitment to strengthening civil aviation safety and advancing national capabilities, the Ministry of Transport, Communications and Information Technology, represented by the Oman Transport Safety Bureau (OTSB), has signed a Memorandum of Cooperation with Oman Aviation Academy to strengthen cooperation in the field of aircraft accident and incident investigation. The memorandum aims to enhance investigation procedures in accordance with international best practices and standards.

The memorandum seeks to establish a sustainable institutional partnership between the two parties to develop national competencies, strengthen technical preparedness, and improve the timeliness of investigation responses, thereby reinforcing the highest standards of aviation safety in the Sultanate of Oman.

Under the memorandum, the two parties will cooperate in the exchange of technical expertise, the engagement of subject-matter experts in investigation activities, the implementation of specialised training programmes, the organisation of technical workshops and professional courses, as well as the participation of national personnel in emergency exercises and related activities. These initiatives will further strengthen the readiness of investigation teams and enhance institutional performance.

The memorandum reflects the shared commitment of both parties to consolidating efforts and drawing on national expertise to further develop the aircraft accident and incident investigation system, while reinforcing the Sultanate of Oman’s position in implementing international best practices in aviation safety. The Memorandum of Cooperation was signed on behalf of the Ministry of Transport, Communications and Information Technology by H.E. Eng. Khamis bin Mohammed Al Shammakhi, Undersecretary of the Ministry of Transport, Communications and Information Technology for Transport, and on behalf of Oman Aviation Academy by Dr Abdullah bin Mohammed Al Abri, Chairman of the Board.
