Survey measuring the contribution of the digital economy to GDP

Within the framework of the tasks and responsibilities of the Ministry of Transport, Communications, and Information Technology related to overseeing the implementation of the National Digital Economy Program, measuring the contribution of the digital economy to the Gross Domestic Product (GDP) is one of the most prominent projects that provide indicators to measure progress towards achieving the goals of this program, which aims to reach a 10% contribution of the digital economy by the year 2040. In this context, the ministry is conducting this survey in collaboration with the National Center for Statistics and Information, targeting private sector establishments operating in telecommunications and information technology activities, in addition to financial and insurance services provided digitally only, with a focus on collecting data for the year 2023.

It is a statistical survey that helps measure the activities of economic establishments that rely on the use of digital inputs or are significantly enhanced by the use of digital inputs such as digital technologies, digital infrastructure, services, and digital data. This survey focuses on collecting data for the year 2023. Data collection will be conducted from a sample of 1,300 establishments operating in the telecommunications, information technology, and financial and insurance services sectors that provide services digitally only, across various governorates of the Sultanate of Oman.


Survey Objectives

Providing data to decision-makers and policymakers regarding the digital economy.

Conducting local, regional, and international comparisons of the contribution of the digital economy to the national economy.

Providing a database and using it as a reliable scientific foundation for conducting economic studies and research.

Providing researchers with the necessary statistics on the digital economy to use in scientific research and studies that contribute to the development and achievement of digital economy targets.

The main objective of the project:

Calculating the contribution of the digital economy to GDP according to 2023 data.

The most important indicators provided by the survey:

  • The contribution rate of the digital economy to the gross domestic product
  • The value added by telecommunications activities
  • The value added by information technology activities
  • Average number of employees in the digital economy establishments targeted by the survey.
  • Average spending on salaries and wages for employees in the digital economy establishments targeted by the survey. 
  • The value of operational and transformational expenses for the targeted digital economy establishments in the survey.
  • The value of asset investment for digital economy establishments targeted by the survey.
  • The revenue value of the targeted digital economy establishments in the survey.


Target group and survey sample size:

The survey in its first round targets establishments operating in the activities of the telecommunications and information technology sector, as well as financial and insurance services that are offered digitally only. It targets these establishments of various sizes (large, medium, small, micro) across different governorates of the Sultanate of Oman. The size of the targeted sample is approximately 1,300 establishments.

Data collection mechanism:

The survey team collects data from the establishments within the sample using the following methods:

  • Telephone contact through the dedicated survey call center.
  • Providing the facility with the self-completion link.
  • Field visits.

The time period for collecting survey data:

Implementation of the fieldwork for this survey during the period from January to May 2025.

Project implementation methodology:

The project is being implemented in collaboration between the Ministry of Transport, Communications, and Information Technology and the National Center for Statistics and Information.

Data confidentiality:

All individual data collected from this survey are considered confidential in accordance with the provisions of the Statistics Law issued by Decree No. 55/2019, which pertains to any census. They may only be published in an aggregated form, and no individual, government entity, or non-governmental organization is allowed to access them. Additionally, they may not be used for purposes other than statistical ones.
