More than OMR 188 million in Development Expenditure on Ministry of Transport, Communications and Information Technology Projects by End of Q3 2026

Total development expenditure on projects implemented by the Ministry of Transport, Communications and Information Technology from January to the end of the third quarter of this year exceeded OMR 188 million.

Fahd bin Salim Al Hinai, Director General of the Directorate General of Administrative and Financial Affairs at the Ministry of Transport, Communications and Information Technology, explained that road projects accounted for the largest share, representing 68% of the total approved liquidity. The Sultan Faisal bin Turki Road project in Musandam Governorate (Dibba–Khasab and Lima Link) ranked first, with total expenditure exceeding OMR 32 million, followed by the Sultan Said bin Taimour Road project (dualisation of the Adam–Thumrait Road), at OMR 24 million, and the Magsail Bridge Dualisation Project, at OMR 9 million. The combined expenditure on these three projects exceeded OMR 65 million, placing them at the top of the list of projects with the highest expenditure from the Ministry’s approved 2026 budget.

Al Hinai added that around OMR 8 million was spent on repairing damage caused by adverse weather conditions during 2026, in addition to expenditure on development projects in Al Mouj area and on 18 November Street, airport projects, and projects whose responsibilities were transferred to the Ministry from other entities. He stressed that the Ministry is working to direct financial resources towards development projects and priorities, while enhancing the efficiency of managing liquidity, commitments and payments related to contractors, suppliers and beneficiaries.

Al Hinai noted that the total actual revenues collected by the Ministry of Transport, Communications and Information Technology from the beginning of the year until the end of July 2026 increased to approximately OMR 29.090 million, an increase of more than OMR 3.482 million compared with the same period in 2025. He also noted that this year saw the Ministry implement a package of administrative, financial and digital initiatives, as well as human resources development initiatives, as part of its efforts to enhance resource utilisation and strengthen institutional performance.

Developing the Financial Management System

Al Hinai said that the Ministry continues to develop its financial management system, strengthen governance and enhance spending efficiency, while employing digital solutions to streamline procedures and accelerate the financial transaction cycle, thereby supporting the implementation of development and strategic projects.

He added that these efforts include developing mechanisms for managing liquidity, commitments and payments, digitising financial procedures, and classifying bank guarantees related to projects, including performance guarantees, advance payment guarantees and insurance policies. Progress in this area has reached approximately 60%. The completion rate for archiving development project documents in the Ministry’s storage facilities has reached approximately 65%, contributing to better document organisation, more efficient management and easier retrieval. As part of digital transformation, the Directorate General, in cooperation with the internal digital transformation team, is working to automate procedures related to payments for development projects, with the aim of streamlining procedures, shortening the documentation cycle, enhancing the efficiency and speed of financial transactions, and facilitating their accurate monitoring.

Al Hinai explained that the transfer of responsibilities for a number of projects to the Ministry contributes to unifying planning, supervision and monitoring efforts, strengthening integration in infrastructure project management, and improving the efficient use of resources and financial allocations. This supports the timely completion of procedures and the monitoring of projects’ financial commitments. This approach reflects the Ministry’s commitment to ensuring the continued implementation of vital projects, enhancing the efficiency of road network infrastructure and improving its readiness to address the impacts of adverse weather conditions. It also includes investment in communications and information technology projects to ensure that the Ministry keeps pace with developments in the digital economy, projects under artificial intelligence programmes and the National Space Programme, thereby supporting development and economic activity and contributing to the achievement of the Ministry’s objectives.

2026 Executive Plan

Al Hinai explained that the Ministry’s annual executive plan focused on achieving its strategic objectives by improving the efficiency of resource management and allocation, strengthening financial sustainability, rationalising public expenditure and increasing revenues. It also focused on developing institutional and individual performance indicators and strengthening cooperation and alignment among the various units, thereby enhancing performance efficiency and contributing to the achievement of the Ministry’s objectives.

Al Hinai added that these objectives are reflected in a range of executive plans covering various administrative, financial and employment-related aspects. These include recruitment, the Ministry’s organisational structure, promotions and amendments to job titles, training, incentives and professional development, official missions and external participation, as well as services, warehouses and transport, assets and investment, auctions, government buildings and land, procurement and service contracts, and liquidity for development expenditure. These plans enhance work efficiency and provide a motivating work environment that supports job stability and the attraction of talent.

He also highlighted the Ministry’s efforts to develop human resources and administrative service procedures in line with best practices to promote digital transformation and streamline internal procedures, implement projects to develop facilities and assets and enhance their operational readiness, activate sustainability and innovation initiatives in the workplace, and support institutional and individual performance measurement systems in a manner that promotes a culture of excellence and continuous improvement.

Recruitment Plan

Al Hinai noted that the Ministry achieved its targeted recruitment plan for 2026, in addition to completing a number of procedures related to strengthening human resources and meeting staffing requirements across the Ministry’s various divisions.

During the year, 79 employees were regularised and appointed to permanent positions, and 33 employees were appointed under project contracts. A further 475 employees under Sahim contracts were regularised across the Ministry’s various divisions, while 18 employees have been regularised and appointed to supervisory positions since the beginning of the year.

Attracting Talent

As part of the Ministry of Transport, Communications and Information Technology’s efforts to strengthen its human resources and attract talent, Al Hinai explained that the Ministry had completed procedures for transferring 32 employees from a number of entities to work at the Ministry. These included 19 employees from the postal services sector, three employees from the Civil Aviation Authority and 10 employees from other entities.

Human Resources Development

In the area of institutional development, the Ministry implemented a number of initiatives during 2026 aimed at developing the human resources system, improving the work environment and enhancing the efficiency of administrative services.

The initiatives included the adoption of job description cards, implementation of the competency methodology, implementation of the Thomas International programme, launch of the employee induction programme, activation of knowledge exchange and transfer, expansion of digital services and electronic files, and completion of the job levels project.

The Ministry also implemented a number of initiatives, including “Bingo Al Tamayuz” to enhance institutional performance and competitiveness, “Wa’y Lil Mawrid Al Bashari” to raise employee awareness and strengthen communication with them, and “Nasheed”, an intelligent assistant for answering employees’ enquiries and disseminating knowledge. Other initiatives included the Temporary Contracts Platform to develop recruitment and contract management procedures, and an AI recruitment initiative to analyse CVs and match candidates with job requirements.

616 Training Opportunities

In the field of human capacity development, the Ministry’s training plan included 170 programmes and workshops, providing 616 training opportunities and participations for employees representing 217 job titles. Of these, 50 programmes were conducted within the Sultanate of Oman, while the training programmes extended to 11 countries.

The training covered engineering, transport, infrastructure, logistics, artificial intelligence, digital technologies, cybersecurity, innovation and leadership, as well as change management, risk management and business continuity.

The Ministry also implemented a number of initiatives aimed at promoting continuous learning, knowledge transfer, leadership development and improving the employee experience. These included the “Tanmiya Platform”, which provides a unified window for development opportunities and pathways; “Izdehar” for on-the-job training and knowledge transfer; “Nuqtat Tahawul” for 360-degree assessment; “Ilm Nafi’” for knowledge dissemination; and “Al Adheed” for developing future leaders.

The initiatives also included the “Bee’ah Plus” programme to enhance employee well-being, alongside recognition and incentive programmes, including “Li’annaka Tastahiq”, “Employee of the Month”, “Proactive Employee”, “Innovative Employee” and “Al Rabban”.

“Naqlah”

In the area of strengthening communication and institutional belonging, 578 employees benefited from initiatives under the “Naqlah” project during the period from mid-2025 to mid-2026 through a number of activities and programmes, including “Naqlah” tours, a FIFA league and “Naqlah” camps.

The initiative also included dialogue sessions and the “10 Al Subh” podcast, which hosts inspiring Omani personalities, as well as expanding knowledge transfer and cooperation with a number of government institutions.

Smart Work Environment

As part of developing the work environment, the Ministry is moving towards employing modern technologies in facilities and asset management through smart screens linked to the meeting-room booking system, contributing to organising their use and improving the employee experience.

Development plans also include the adoption of a number of sustainability solutions, including electric vehicle chargers, solar-panel canopies, electricity and clean-energy sensors, and a vehicle-tracking project, with the aim of enhancing the efficient use of resources and energy and improving operational efficiency and the management of assets and vehicles.

Future Initiatives

During the next phase, the Ministry is preparing to implement a number of development initiatives, most notably the “Tajweed Al Ahdaf” project, which aims to improve the quality of employees’ objectives, link them to the Ministry’s strategic objectives and improve performance measurement.

The Ministry is also preparing to launch the “Jusoor Al Takamul wa Naql Al Ma’rifa” initiative, which aims to strengthen communication and institutional integration, exchange expertise and best practices, benefit from successful experiences, and identify challenges and development opportunities. The initiative is set to expand in subsequent phases to include various government institutions across the governorates of the Sultanate of Oman, thereby strengthening communication and the exchange of knowledge and expertise among government entities.

Continuing Development

Fahd bin Salim Al Hinai, Director General of the Directorate General of Administrative and Financial Affairs, affirmed that the achievements made during 2026 are the result of integrated and concerted efforts and working as one team, noting that the Ministry will continue to build on these achievements by investing in talent, partnerships and innovative solutions.

Al Hinai explained that the next phase will see continued efforts to enhance administrative and financial performance, develop the work environment and strengthen the use of digital solutions, thereby supporting institutional excellence, keeping pace with the requirements of the next phase, and contributing to the achievement of the objectives of the Ministry of Transport, Communications and Information Technology and Oman Vision 2040.
