Oman celebrates international day of the seafarer, showcases maritime sector achievements

The Sultanate of Oman, represented by the Ministry of Transport, Communications and Information Technology, celebrated the International Day of the Seafarer today under the patronage of H.E. Sayyid Ibrahim bin Said Al Busaidi, Minister of Heritage and Tourism. The event was attended by His Highness Sayyid Dr Fahad bin Al Julanda Al Said, H.E. Saif Al Nasr Al Tijani, Minister of Infrastructure and Transport of the Republic of the Sudan, and the accompanying delegation, along with a number of ministers, undersecretaries, senior officials and specialists from the maritime sector.

The celebration reaffirmed the vital role played by seafarers in supporting global trade, ensuring the continuity of supply chains, and strengthening maritime transport as one of the key pillars of sustainable economic development. During the ceremony, held under the slogan "We Move Global Trade and Shoulder the Risks," the Ministry reaffirmed the Sultanate of Oman's commitment to developing the maritime sector and enhancing its competitiveness through legislative reforms, expanded international cooperation, accelerated digital transformation, and the implementation of qualitative initiatives aimed at developing national talent and protecting the marine environment.

Seafarers Play a Pivotal Role

Speaking at the ceremony, H.E. Eng. Khamis bin Mohammed Al Shammakhi, Undersecretary of the Ministry of Transport, Communications and Information Technology for Transport, said that this year's slogan reflects the pivotal role played by seafarers and maritime professionals in facilitating global trade and ensuring the sustainability of supply chains despite the challenges and risks they face while carrying out their duties. He noted that the celebration is a tribute to their dedication and valuable contributions to maintaining maritime safety and security and supporting the global economy.

Strengthening the Legislative Framework

The Undersecretary reviewed the maritime sector's key achievements over the past period, noting that the Ministry has issued several legislative instruments, most notably the Maritime Labour Regulation, which reflects the Sultanate of Oman's commitment to implementing the international standards of the Maritime Labour Convention (MLC), thereby safeguarding seafarers' rights and improving their working environment.

Expanding International Maritime Cooperation

In the area of international maritime cooperation, Al Shammakhi highlighted the signing of a Memorandum of Understanding with the Republic of the Philippines on the mutual recognition of seafarers' certificates. The agreement enables holders of certificates of competency issued by both countries to serve on vessels flying either country's flag, promoting the exchange of expertise and qualified personnel while supporting the continued growth of the maritime sector.

Advancing Digital Transformation

He added that this year witnessed the launch of the Oman Maritime Platform, marking a significant step towards modernizing maritime services by enhancing operational efficiency and improving the quality of services provided to beneficiaries. The platform was launched in line with the directives of His Majesty Sultan Haitham bin Tarik to accelerate government digital transformation.

Enhancing Port Competitiveness

As part of efforts to advance maritime and logistics services, Al Shammakhi explained that the Ministry established Off-Port Limits (OPL) areas to provide essential services to vessels, including the supply of provisions, crew changes and other supporting services. These initiatives have enhanced the efficiency of services provided to transiting vessels while increasing the attractiveness and competitiveness of Omani ports and territorial waters.

Protecting the Marine Environment

On marine environmental protection, the Undersecretary said that, in cooperation with the relevant national authorities, the Ministry successfully submitted a document to the International Maritime Organization (IMO) concerning protective measures for Particularly Sensitive Sea Areas (PSSAs) along the Omani coastline. The proposal received the Organization's approval.

Developing National Maritime Talent

As part of efforts to develop national maritime capabilities, the Undersecretary highlighted several specialized training initiatives launched in cooperation with relevant stakeholders, including the Maritime Cooks Initiative, which aims to train and employ 43 job seekers through specialized programmes linked directly to employment opportunities as cooks aboard commercial vessels. The Ministry has also launched, in cooperation with Salalah Port Services Company, an initiative to train and qualify marine pilots, enabling Omani professionals to assume specialized technical positions within the maritime sector.
