Oman signs strategic MoU with private consortium to explore e-Methanol project at Dhofar Governorate Port

Public-private partnership aims to explore the development of a large-scale integrated e-Methanol supply and bunkering hub supporting shipping decarbonization Madrid, Spain – November 4, 2025 – The Ministry of Transport, Communications and Information Technology of the Sultanate of Oman (“Ministry”) and the Consortium comprising HIF EMEA GmbH (“HIF”), Acciona Nordex Green Hydrogen S.L. (“ANGH”), and a local partner today announced the signing of a Memorandum of Understanding (MoU) to jointly explore and advance the development of a low-carbon e-Methanol supply and bunkering hub at Dhofar Governorate Port, in the Governorate of Dhofar. This strategic collaboration aligns with Oman Vision 2040 and the Sultanate’s Logistics Strategy (SOLS 2050), supporting Oman’s national decarbonization targets and positioning Dhofar Governorate as a pre-eminent green maritime and bunkering hub in the Middle East.

A milestone toward green shipping

Under the MoU, the parties will jointly assess the technical, regulatory, and commercial framework required to establish a large-scale e-Methanol facility leveraging Oman’s abundant renewable energy resources and strategic coastal infrastructure.

The Consortium will lead feasibility and techno-economic studies, exploring the bunkering and the export for e-Methanol produced in Dhofar region, based on the integration of wind and solar energy for green hydrogen production, CO₂ capture and supply from industrial or biogenic sources, and downstream conversion to e-Methanol. The Ministry will facilitate engagement with Omani authorities and stakeholders to enable regulatory frameworks, land allocation, and incentives for the project.


Strategic alignment and sustainability impact

The initiative directly supports the global maritime sector’s decarbonization through the use of e-Methanol as a clean, drop-in fuel for ships and other transport modes. It also contributes to the local economy and employment by evaluating opportunities for local manufacturing, including renewable infrastructure.

This agreement is a major milestone in establishing Oman as a regional leader in green e-methanol and a key enabler of decarbonizing global shipping. By producing e-Methanol and its derivatives in the Dhofar region, Dhofar Governorate Port can establish itself as the Middle East's leading low-carbon bunkering hub, creating long-term value for Oman and setting a benchmark for future clean energy projects worldwide.
