Announces Artificial Intelligence Zone Development Project at COMEX 2025

During the opening of COMEX 2025, the Ministry of Transport, Communications and Information Technology, in collaboration with the Public Authority for Special Economic Zones and Free Zones, announced the launch of the Artificial Intelligence Zone Development Project in the Wilayat of Seeb, Muscat Governorate.
The new zone is designed to serve as a specialized hub for attracting AI-driven enterprises, technology startups, and innovation enablers from Oman, the wider Middle East, and Africa. It aims to provide a competitive environment for high-tech investment, with a strong focus on nurturing local and regional AI startups, enabling their growth and expansion into regional and global markets. This strategic initiative is set to boost the national economy, advance Oman’s digital infrastructure, create high-value employment opportunities, and position the Sultanate as a leading regional center for artificial intelligence and advanced technologies.
Governance and Oversight
The project will be jointly overseen by several government entities. The Public Authority for Special Economic Zones and Free Zones will lead on regulatory and legislative matters, while the Ministry of Transport, Communications and Information Technology, acting as the technical partner, will manage the tendering process for selecting international developers to design, finance, and operate the project.
Incentives and Developer
Companies operating within the zone will benefit from a package of incentives, exemptions, and streamlined procedures, in line with the laws and regulations governing Oman’s special economic and free zones.
The first phase of the project will be implemented by Ufuq Investment and Real Estate Development Company, which has been entrusted with developing the approved master plan, establishing core infrastructure, and managing daily operations.
The company’s role will also include promoting the zone to attract technology startups from across the region, facilitating business operations by providing logistical and administrative support, and ensuring a balanced mix of economic activities. Additionally, it will market the project to potential investors, uphold Oman’s In-Country Value (ICV) objectives by maximizing the use of local products and services, and implement corporate social responsibility (CSR) initiatives.
Through this landmark project, Oman reaffirms its commitment to fostering innovation, supporting startups, and driving sustainable growth in the digital economy.
