MTCIT Holds Introductory Session on Leveraging “Mueen” AI to Enhance Government Performance

The Ministry of Transport, Communications and Information Technology (MTCIT) organised an introductory session via video conferencing on leveraging the “Mueen” artificial intelligence model to enhance government performance, with the participation of Their Excellencies the Undersecretaries and executive officials from various government entities.

The session forms part of the Sultanate of Oman’s ongoing efforts to accelerate digital transformation and adopt advanced artificial intelligence technologies to improve the quality of government services, streamline procedures and enhance productivity across the public sector.

Strategic Partnership with the Private Sector

During the session, officials highlighted that “Mueen” represents a pioneering national AI model developed through close collaboration with the local private sector, including OOTC, Ethka Group and Rahal. The partnership reflects Oman’s vision of empowering national companies and developing local talent capable of leading the advanced technology sector and supporting the country’s digital transformation ambitions.

Strengthening Digital Sovereignty and Data Security

The session also reviewed the strategic vision behind the development of “Mueen”, emphasising the importance of strengthening Oman’s digital sovereignty through hosting the model and its infrastructure entirely within the Sultanate. This approach ensures the protection of national data and documents, full compliance with local cybersecurity regulations and reliance on advanced language models engineered to meet government operational requirements with high efficiency and speed.

Enhancing Government Efficiency Through AI

The workshop featured visual presentations and practical simulations showcasing the key operational capabilities of “Mueen” in supporting employees and reducing routine administrative workloads. These capabilities include drafting official letters and correspondence, preparing professional communications aligned with formal administrative standards, and providing specialised real-time translation for large and complex documents based on government work requirements.

The model also offers advanced information extraction and analysis capabilities, including summarising lengthy reports and delivering accurate responses based on specific documents and timeframes. Discussions further highlighted the classification of government entities based on activation levels, with 14 entities recording utilisation rates exceeding 50 per cent. The workshop also outlined an executive action plan and targeted interventions aimed at supporting entities with lower activation levels and transitioning them towards comprehensive institutional adoption.

Towards Omani Leadership in Technological Innovation

The initiative reflects ongoing national efforts to expand the government use of locally developed artificial intelligence solutions to enhance institutional performance and strengthen digital sovereignty through the integration of AI technologies into government workflows with the highest standards of reliability and security.
