This came during the Gulf Green Mobility Forum 2026, organised by the Ministry today in the Governorate of Dhofar under the patronage of H.H. Sayyid Marwan bin Turki Al Said, Governor of Dhofar, with the participation of officials, experts and specialists from the Gulf Cooperation Council (GCC) countries. The Forum reviewed GCC initiatives and projects in sustainable mobility, facilitated the exchange of expertise and experiences, and highlighted the Sultanate of Oman’s efforts to build a more efficient, sustainable and lower-carbon transport ecosystem. The Forum witnessed the announcement of a package of agreements, projects and initiatives based on green energy in the transport and logistics sectors, with a total value exceeding OMR 600 million. It also saw the launch of the “Shahin” app, the approval of the regulatory framework for electric vehicle charging point operators, and the adoption of electric charging service fee tariffs. Eng. Abdullah bin Ali Al Busaidi, Director General of Oman Logistics Centre and Net Zero Expert at the Ministry of Transport, Communications and Information Technology, said in the Ministry’s address during the Forum that the transformation of the transport sector has become a tangible development pathway based on harnessing modern technologies, attracting strategic investments, developing infrastructure, and establishing a supportive regulatory and legislative environment, in line with the objectives of Oman Vision 2040 and the national target of achieving net-zero carbon emissions by 2050. He noted that the Governorate of Dhofar holds particular importance in this transition, given the momentum it is witnessing towards sustainability and the emphasis reflected by the “Dhofar Sustainable” Campaign on promoting sustainable practices and raising awareness of the importance of environmental conservation.

Investments Exceed OMR 320 Million

Al Busaidi explained that the investment value of projects related to green mobility in the Sultanate of Oman exceeded OMR 320 million in 2025, encompassing a number of major projects in the areas of ports, marine fuels, charging, electric mobility, fast-charging centres, and supporting technologies and solutions. He stated that these investments demonstrate that the transition to green mobility represents an economic and investment opportunity, in addition to being an environmental pathway towards a more sustainable future. He added that projects currently under implementation are contributing to enhancing the competitiveness of the transport ecosystem and opening new opportunities for the private sector.

From Planning to Implementation

Eng. Abdullah Al Busaidi highlighted a number of projects that have moved from the planning stage to implementation in support of net-zero carbon targets. These include the operation of the first hydrogen production, supply and distribution station in the Sultanate of Oman, in partnership with Shell Oman, and the operation of the first 15 light hydrogen vehicles powered by green hydrogen.

He also referred to the signing of a concession agreement to establish a green ship recycling facility in Khatmat Milaha, the implementation of a shore power project for vessels at Sohar Port, and a memorandum of understanding to establish the first integrated facility for the production and supply of green methanol for vessels.

“Shahin” — A Unified National Platform

During the Forum, the Ministry launched the national “Shahin” app, which represents the first unified national digital platform for electric vehicle charging services in the Sultanate of Oman. It connects charging points through a smart ecosystem that enables users to locate charging stations and check their operational status and real-time availability.

The Ministry also approved the regulatory framework for electric vehicle charging point operators, regulating the installation, deployment and expansion of charging infrastructure, enhancing safety and operational efficiency, improving service reliability, and creating a clearer investment and operating environment.

The initiatives also included the adoption of electric vehicle charging service fee tariffs, striking a balance between encouraging the use of electric vehicles and ensuring the sustainability of investment in charging infrastructure.

Investment Package Exceeds OMR 600 Million

The Forum witnessed the announcement of a package of strategic agreements, projects and initiatives in transport, logistics, green mobility and future technologies, with a total value exceeding OMR 600 million, reflecting the growing partnership between the public and private sectors and accelerating investment in a more efficient, innovative and sustainable transport ecosystem.

Shinas Port for Ship Recycling

The package included the signing of a 50-year concession agreement between the Ministry of Transport, Communications and Information Technology and Green Wheel Middle East Recycling Company to develop and operate an integrated ship recycling and processing facility at Shinas Port in Khatmat Milaha.

Low-Sulphur Marine Fuel

An engineering and basic design agreement was also signed for a low-sulphur marine fuel production project between United Terminal and Bill Finger, with a targeted production capacity of approximately 200,000 tonnes per month in the first phase, enhancing the competitiveness of Omani ports in marine bunkering services.

Agreement to Manage, Operate and Develop Shinas Port

A 39-year agreement was signed between the Ministry of Transport, Communications and Information Technology and Al Hulool Al Rubaiya Marine Company to manage, operate and develop Shinas Port, transforming it into a more sustainable logistics and commercial platform alongside long-term investment in infrastructure development and increased operational capacity.

The development plans include enhancing connectivity with regional ports, increasing cargo handling volumes and import and export operations, introducing solar energy and battery storage solutions, providing shore power to vessels, electrifying cargo-handling equipment, and establishing charging stations for electric vehicles and trucks. The plans also include the digitalisation of operations, promotion of the circular economy, waste management and water reuse.

Localising Ultra-Fast Charging Technologies

In the field of electric vehicle infrastructure, a memorandum of understanding was signed between Electric Vehicles One (EVO) and Hyundai Kefico to introduce and localise ultra-fast electric vehicle charging technologies in the Sultanate of Oman.

The agreement includes the deployment of Hyundai Kefico’s first ultra-fast charging technologies in the Sultanate of Oman, with capacities of up to 240 kW, expansion of the national charging network, knowledge transfer and capacity building, as well as exploring opportunities for local assembly and manufacturing to enhance in-country value.

Advanced Mobility and Digital Transformation

In the field of advanced mobility, a memorandum of understanding was signed between the Ministry of Transport, Communications and Information Technology and the Innovation and Smart City Group of Hyundai Motor Group to enhance cooperation in advanced mobility, digital transformation and smart logistics solutions.

The memorandum aims to transfer and localise expertise and technologies, develop practical applications, support regulatory and legislative frameworks for emerging technologies, and enhance the efficiency and sustainability of logistics services and environmentally friendly solutions.

Electric Mobility Initiatives in Dhofar

The Forum witnessed the signing of a strategic partnership between IX Smart Mobility and Dhofar Municipality to develop a model ultra-fast charging hub and install and operate electric vehicle charging stations at a number of municipal locations.

The partnership covers site assessments, design, supply, implementation, operation and maintenance, as well as connecting the stations to a digital platform, supporting electric vehicle adoption, long-distance mobility and green tourism during the Khareef season.

Initiatives were also announced to provide environmentally friendly vehicles to support mobility services during the tourism season, alongside a pilot operation agreement between Mwasalat and Hyundai Motor Company for the first hydrogen-powered public transport bus in the Sultanate of Oman.

Green Mobility Ecosystem in Muscat

A strategic partnership agreement was signed between IX Smart Mobility and Muscat Municipality to establish an integrated green and smart mobility ecosystem in the Governorate of Muscat. This includes expanding the network of electric motorcycle battery-swapping stations at key locations. The agreement aims to address charging-related downtime, improve the efficiency of last-mile operations, and encourage the transition from conventional motorcycles to electric motorcycles.

A partnership was also signed between IX Smart Mobility and the University of Technology and Applied Sciences to develop an electric mobility and sustainable innovation ecosystem across the University’s campuses. This includes providing charging points and transforming university sites into practical environments for research and innovation in electric vehicles, renewable energy, artificial intelligence and energy management.

An expansion agreement was also signed between Oman Smart Mobility, Thimar Consultancy and Muscat Municipality to install additional battery-swapping stations, increase coverage and improve the operational efficiency of electric motorcycle fleets.

Financing, Manufacturing and Localisation

In the field of green finance, a strategic programme was signed between IX Smart Mobility and Sohar International Bank to finance sustainable development and smart mobility projects in the Sultanate of Oman, moving projects from the planning stage to investment and implementation. A memorandum of understanding was also signed between Oman Oil Marketing Company and Hyundai Motor Company to implement electric and hydrogen mobility solutions and related infrastructure, enabling the testing of new technologies, knowledge transfer and the creation of pathways for future partnerships. In manufacturing, an agreement was signed between Omantec and Modern Energy to establish and develop a factory in the Sultanate of Oman to manufacture high-speed electric vehicle chargers, supporting technology localisation and the development of a local value chain. Omantec, in cooperation with Dar Logistics, also signed an agreement to manufacture electric motorcycles, including the purchase and operation of 500 motorcycles starting in October, with a target of up to 2,000 motorcycles. Another agreement was signed between Omantec and Hormuz Energy to finance and install a network of smart high-speed chargers with capacities ranging from 180 to 450 kW, with a target of 400 chargers. An agreement was also signed between IX Smart Mobility, NeoX and StarCharge to launch integrated ultra-fast electric charging hubs with capacities of up to 720 kW, incorporating energy management solutions and the potential integration of solar power and energy storage.

Future Technologies

The package included a pilot project for Robovan autonomous vehicles between Asyad Group and Zelos Technology to transport goods at Sohar Port and the Salalah Free Zone. A cooperation agreement for the sale and purchase of green hydrogen in Duqm, with a production capacity of 250 kilograms, was also announced, in partnership between Asyad Group and OQ Alternative Energy. In the maritime sector, a cooperation agreement was signed on a shore-to-ship and equipment power supply system, including the preparation of the technical, commercial and financial models required for its implementation, in partnership between Asyad Group and Moon Rock Research & Development LLC. The establishment of the largest electric motorcycle assembly facility in Rusayl Industrial City was also announced, in partnership between Al Zawba’a Technology and Services and WATCO, supporting local content, supply-chain localisation and the creation of jobs linked to the green economy.

Electric Motorcycle and Delivery Ecosystem

The agreements included the development and operation of a unified national battery-swapping ecosystem for electric motorcycles used in last-mile operations, between Smart Mobility and WATCO, aimed at standardising specifications and systems, reducing downtime and supporting the safe expansion of electric motorcycles. An agreement was also signed to operate 300 electric motorcycles for delivery platforms, including Talabat, Tamdan and Khidmah, contributing to the transition of part of last-mile operations to low-emission mobility and reducing fuel and operating costs. In addition, an electric mobility cooperation agreement was signed between Snoonu and Mr Delivery to operate 100 electric motorcycles with dedicated battery-swapping stations, supporting the efficiency of delivery services and reducing emissions. The package also included an agreement between Snoonu and Nawa to provide on-demand mobile electric vehicle charging services through an app, alongside fleet support services, improving access to charging and supporting the practical use of electric vehicles. In the field of logistics innovation, an agreement was announced between Snoonu and Al Anqa Space and Technologies Company to develop and operate drone delivery solutions.

Community Initiatives

The Forum also witnessed the announcement of a number of community initiatives, including the launch of an electric vehicle charging station at the University of Buraimi, in cooperation between the University of Buraimi and Global Chemical Systems and Maintenance LLC, making it the first electric vehicle charging station in the Governorate of Al Buraimi. The first electric vehicle charging station in the Salalah Free Zone was also launched at Felix Pharmaceuticals, in cooperation with Global Chemical Systems and Maintenance LLC, supporting the Free Zone’s readiness for the transition to electric transport and reducing fuel consumption and emissions. An initiative was also announced to illuminate the 1.5-kilometre walkway in Al Yahmadi Village in the Governorate of North Al Sharqiyah using electric power, in cooperation between the Office of the Governor of North Al Sharqiyah/Al Yahmadi Village in the Wilayat of Ibra and Global Chemical Systems and Maintenance LLC, to provide sustainable and safe lighting while reducing electricity consumption and operating costs. Aspar also announced an initiative to develop and test hybrid drones combining hydrogen and electricity for air mobility, conduct field and operational trials, provide training and capacity-building programmes, and contribute to developing a safe regulatory and operational framework for advanced air mobility applications. Among the key government initiatives in the last-mile sector is the “Green Rapid Delivery” initiative, implemented in partnership with a number of logistics delivery companies. The initiative aims to regulate the electric motorcycle delivery sector and facilitate the transition from fuel-powered motorcycles to electric motorcycles. The initiative targets the conversion of 1,450 delivery motorcycles to electric motorcycles, with a targeted reduction of approximately 7.7 tonnes of carbon dioxide emissions. It also supports the establishment of sustainable battery-swapping infrastructure and strengthens public-private partnerships, with third-party last-mile delivery companies participating in the initiative.

Gulf Green Mobility Forum Awards

The Forum also witnessed the presentation of the inaugural Gulf Green Mobility Forum 2026 Awards, recognising outstanding efforts and practices in green mobility, technological innovation and sustainable logistics, and highlighting institutions, leaders, young talents and technological solutions that have made a tangible contribution to the transition towards a more efficient, sustainable and lower-carbon transport ecosystem. The awards comprised four main categories: the Sustainable Organisation Award, Women in Mobility Leadership Award, Future Leader Award – Under 35, and Technology Innovation Award. Entries were assessed according to specific criteria covering impact, innovation, strategy, implementation and measurable outcomes. In the Sustainable Organisation Award category, Khalifa Bin Salman Port in the Kingdom of Bahrain was recognised for its Solar Energy and Decarbonisation Project, which represents an advanced model for applying sustainability and decarbonisation principles in the ports sector. The project aims to increase reliance on renewable energy, improve energy efficiency and reduce the port’s carbon footprint, supporting the transition towards more sustainable and efficient port operations. In the Women in Mobility Leadership Award category, H.E. Eng. Hessa bint Ahmed Al Malek, Advisor to the Minister of Energy and Infrastructure for Maritime Transport Affairs in the United Arab Emirates; H.E. Fatima Abdullah Faris Al Dhaen, Undersecretary for Land Transport and Postal Affairs at the Ministry of Transportation and Telecommunications in the Kingdom of Bahrain; and Eng. Rahma bint Khalifa Al Riyami, Director of the Technical Office of the Undersecretary for Transport at the Ministry of Transport, Communications and Information Technology in the Sultanate of Oman, were honoured in recognition of their professional careers and leadership contributions to the development of the transport sector and to advancing sustainability and innovation. In the Technology Innovation Award category, the Ministry of Energy and Infrastructure of the United Arab Emirates was recognised for its Maritime Transport Package project. The Future Leader Award – Under 35 was presented to Rayan Hamoud Al Mahrouqi of Oman National Transport Company (Mwasalat).
