The Digital Transformation Excellence Measurement Annual Report 2022 highlights Oman’s progress under the Government Digital Transformation Programme (2021–2025), aligned with Oman Vision 2040, by assessing institutional readiness and the maturity of digital services across government entities. Using a unified measurement framework covering operational efficiency, digital empowerment, institutional strategy and culture, user experience, and service development, the report shows an average digital transformation performance of 62% in 2022, with broad participation from government institutions. It documents steady advances in simplifying procedures, digitalising priority services, and expanding the use of national platforms such as Takamul, OmanNet (Omanet), Esnad, and Mawrid, alongside growing adoption of electronic authentication and digital payments. The report also underscores the role of Manjam Labs in service simplification, capacity building, and collaboration with local companies, reinforcing a commitment to continuous improvement and delivering a high-quality, user-centric digital government experience.
